The University Grants Commission (“UGC”) along with its National Anti-Ragging Monitoring Agency, the Centre for Youth (“C4Y”), has issued an advisory for the observance of Anti-Ragging Day on 12th August 2026 and Anti-Ragging Week from 12th to 18th August 2026. The initiative, under the campaign #YaARIYouthAgainstRagging, calls upon Higher Educational Institutions (“HEIs”) to undertake awareness and engagement activities aimed at preventing ragging and strengthening an anti-ragging culture on campus.
Awareness as an Institutional Responsibility
The 2026 advisory places considerable emphasis on active institutional participation rather than treating Anti-Ragging Day as a symbolic observance. HEIs have been advised to conduct awareness campaigns across their websites and social media platforms, including messages and video communications from the head of the institution. The advisory also encourages institutions to engage students, faculty and non-teaching staff in the activities.
Institutions may organise inaugural ceremonies, slogan and essay-writing competitions, poster and logo-designing contests, street plays, photography and quiz competitions, debates, workshops, seminars and interactive sessions on anti-ragging themes. Screening of short films, TVCs and documentaries for students and faculty has also been specifically suggested.
The advisory further recommends establishing an Anti-Ragging Selfie Corner at a prominent location on campus. UGC/C4Y has made banners, social-media creatives and selfie-stand designs available through the Anti-Ragging website for institutions to use in their campaigns.
Importantly, the campaign need not be restricted to the Anti-Ragging Week. The advisory expressly states that HEIs may conduct the activities throughout August 2026, depending upon student availability on campus. Institutions undertaking a greater number of awareness and innovative activities are also specifically recognised in the advisory.
Action Taken Reporting: The Key Compliance Step
A significant practical requirement is the submission of an Action Taken Report (“ATR”) on the Anti-Ragging website. The advisory requests HEIs to submit details of the activities conducted and participation during Anti-Ragging Day/Week.
The online reporting form provides a useful indication of the records institutions should maintain. It requires key institutional and reporting details, including the type of
institution, State, name of the institute, affiliating/regulatory council, and the name, designation, email address, and mobile number of the reporting person.
The form also requires HEIs to indicate whether Anti-Ragging Day/Week was celebrated and to identify the awareness activities undertaken, including any other activities not specifically listed in the form.. HEIs must provide the total number of activities, students participating, and faculty and staff participating.
Importantly, HEIs are required to provide links to all social-media posts and a Google Drive link containing photographs of all activities. Accordingly, documentation should not be treated as an afterthought; institutions should maintain an activity-wise evidence folder while the campaign is being conducted. This will facilitate accurate and timely ATR submission and ensure that the HEIs has a complete documentary record of its Anti-Ragging Day/Week activities.
Compliance Checklist for HEIs
1. Observe Anti-Ragging Day on 12th August 2026 and Anti-Ragging Week from 12th 18th August 2026.
2. Use #YaARIYouthAgainstRagging in relevant awareness activities and social-media campaigns/posts and tag UGC and C4Y.
3. Publish anti-ragging awareness communications on the HEIs website and social-media platforms.
4. Include an awareness message/video from the Head of the Institution.
5. Conduct appropriate activities such as orientation programmes, competitions, workshops, seminars, interactive sessions, street plays or debates.
6. Consider establishing an Anti-Ragging Selfie Corner at a prominent campus location.
7. Use the UGC/C4Y banners, social-media creatives and other campaign material where appropriate.
8. Ensure participation of students, faculty and non-teaching staff.
9. Maintain an activity-wise record of the number of activities conducted.
10. Maintain participation figures for students and faculty/staff.
11. Preserve photographs and other documentary evidence of each activity.
12. Maintain a record of all relevant social-media posts and their URLs.
13. Compile photographs in a Google Drive folder for reporting purposes.
14. Submit the Action Taken Report on the Anti-Ragging website.
15. Retain copies/screenshots of the submitted report and supporting evidence for institutional records.
Key Takeaway
The UGC/C4Y advisory demonstrates that anti-ragging compliance extends beyond the existence of an anti-ragging mechanism. Awareness, participation, documentation and
reporting are central to the current campaign. HEIs should therefore treat Anti-Ragging Day/Week as a structured compliance exercise, maintain contemporaneous evidence of their activities and ensure that the Action Taken Report accurately captures both institutional initiatives and stakeholders’ participation.
